If you are running the 64-bit version of GenStat and wish to access ODBCLoad.exe, install the GenStat 32-bit version as the file can be accessed from there and run GenStat 32-bit version concurrently with your 64-bit installation.
From Help:
When using Open DataBase Connectivity (ODBC) with a 64-bit version of Windows, there are two versions of ODBC within Windows, 32-bit ODBC and 64-bit ODBC. If you have installed a 64-bit version of GenStat, the client menus will only work with the 64-bit ODBC control panel and drivers. If you concurrently also have a 32-bit version of GenStat installed, this will work with the 32-bit ODBC control panel and drivers.
